In February 2004, the governments of the Hong Kong Special Administrative Region(HKSAR), Guangdong Province and the Macao Special Administrative Region (Macao SAR)appointed a consultant to conduct a feasibility study for the HZMB.
At the Expert Panel Meeting on the HZMB Alignment organized by the National Development and Reform Commission and held in Zhuhai in April 2005, the Expert Panel Meeting recommended the Northern bridge-cum-tunnel alignment as preferred option with landing points at San Shek Wan in Northwest Lantau of the HKSAR, Gongbei in Zhuhai and A Pérola in the Macao SAR.
